MINUTES OF THE MEETING OF

 

THE ZIONSVILLE PARK AND RECREATION BOARD

 

August 14, 2002

 

The Zionsville Board of Park and Recreation met Wednesday, August 14, 2002 at 7:30 p.m. All Board members were present.  Roger Burrus, Board Counsel and Al Smith, Park Superintendent were also present.

 

Jeff Glass moved to approve the June and July minutes.  Seconded and passage was unanimous. 

 

Superintendent’s Report

 

Al Smith reported that several complaints have been received concerning dogs not being kept on leashes in the parks.  He cited Ordinance No. 99-18 which states dogs must be on a leash not in excess of 6’ in length when on sidewalks, pathways, roads, and any other public way.    

 

OLD BUSINESS

 

American Legion Trail Crossing

 

Linda Oxenrider will contact Cornerstone Planning and Design concerning the preparation of construction documents.

 

Community Center

 

Joseph Farah, Community Center Director reported that enrollment for the fall session is underway. 

 

North Rail Trail

 

George Tikijian reported that Robert Carter has completed the paving of the North Rail Trail.  Al Smith reported that the Rotary Club is interested in creating a rest area with benches and a trash receptacle on the North Rail Trail.

 

Linda Oxenrider moved to accept the donation of a rest area from the Rotary Club and that the rest area be located at the northern end of the rail trail.  Seconded and passage was unanimous.

 

Zion Nature Sanctuary

 

Al Smith reported that CEA is attempting to get final approval from Ken Hedge, County Surveyor on the wetland design.

Creekside

 

Al Smith reported that Cornerstone Planning and Design has contacted INDOT in an attempt to get the requirements for the driveway relaxed.  If INDOT agrees it would greatly reduce the cost of the project.

 

Wetland Area

 

Roger Burrus reported that the Estridge Company has requested a drainage easement.  The easement would not affect the wetland area.

 

Deb Ruckman moved to grant the Estridge Company a drainage easement.  Seconded and passage was unanimous.

 

Roger Burrus will prepare the required documents.

 

NEW BUSINESS

 

Trail Race

 

Budd Glassberg asked for approval to stage a running race on November 1, 2002.  Details of the race are not yet finalized.  All proceeds would go to the Parks Department.

 

Art Small moved to allow the use of the Zionsville Rail Trail and Starkey Park for a running race to be held on November 1, 2002.  Seconded and passage was unanimous.

 

Jeff Glass moved the Board approve the claims submitted.  Seconded and passage was unanimous.

 

The next Park and Recreation Board meeting will be September 11, 2002.
