THE ZIONSVILLE PARK AND RECREATION BOARD
August 11, 2004
The Zionsville Board of Park and Recreation met Wednesday, August 11, 2004 at 7:30 p.m. All Board members were present. Roger Burrus, Board Counsel and Al Smith, Park Superintendent were also present.
Art Small moved to approve the June minutes. Seconded and passage was unanimous.
Superintendent’s Report
Al Smith reported that two catch basins with drainpipes have been installed at Zion Nature Sanctuary to control the pathway erosion. The eroded portions of the pathway were repaired and the area was graded and seeded. Project cost was $2,985. He also reported that a fence has been installed near the property line of an adjacent homeowner at Jennings Field. The cost of the fence was divided as follows: Parks Department - $1,700, homeowner - $1,450, Zionsville Lacrosse Club - $250, and Zionsville Youth Football League - $250. The fence was installed to limit access to the homeowner’s property and reduce the number of balls coming on to the property.
OLD BUSINESS
Lincoln Park
Linda Oxenrider reported that several plantings have been added to Lincoln Park. Funding for the project came from the Mary Jane Brown Memorial Fund.
Anti-Mini Marathon and the Squealing Pig
Budd Glassberg asked that the two races become annual events. The Anti-Mini Marathon would be run the same date as the Indianapolis Mini Marathon, which is generally the first Saturday of May. The Squealing Pig 10 mile race is a fundraiser for the Department and would be run the first Sunday in November.
Jeff Glass moved to permanently establish the two races as annual events. Seconded and passage was unanimous.
2005 Budget Request
George Tikijian reported that he attended a special meeting of the Town Council on 8/10/04. The purpose of the meeting was to review budget requests from the Town’s Departments. The Parks Department’s budget request was reduced from $552,700 to $342,700.

Starkey Park – Bicycles
George Tikijian reported that bicyclists continue to use the Starkey Park trails. He suggested signs with stronger language. The consensus of the Board was to post maximum fines.
Mulberry Fields
The Zionsville Historical Society’s Maplelawn Farmstead Preservation Committee presented conceptual plans for the preservation of the farmstead. Board members raised several concerns. Tim East asked the committee to provide a clear more precise vision for the farmstead, Jeff Glass questioned how much land the farmstead would utilize, and George Tikijian expressed concerns about how the land would be transferred. The Board asked the committee to present a more defined concept plan at the September Board meeting.
Zionsville/Eagle Township Park Board
George Tikijian asked Art Small to re explore the particulars associated with the establishment of a combined Zionsville and Eagle Township Park and Recreation Board.
NEW BUSINESS
Manchester Square
Roger Burrus reported that a boundary dispute has arisen with Gunstra builders concerning the boundary line between Nancy Burton Memorial Park and Manchester Square. He also reported that Gunstra builders now agrees that the Parks Department owns the disputed area and that an agreement re establishing the boundary line needs to be approved.
Linda Oxenrider moved to approve an agreement re establishing the boundary line between Nancy Burton Memorial Park and Manchester Square. Seconded and passage was unanimous.
Tim East moved the Board approve the claims submitted. Seconded and passage was unanimous.
The next Park Board meeting will be September 8, 2004.
The meeting was adjourned at 9:30 p.m.
