MINUTES OF THE MEETING OF

THE ZIONSVILLE PARK AND RECREATION BOARD

August 10, 2005

The Zionsville Board of Park and Recreation met Wednesday, August 10, 2005 at 7:30 p.m. All Board members were present. Roger Burrus, Board Counsel and Al Smith, Park Superintendent were also present.

Art Small moved to approve the July minutes. Seconded and passage was unanimous.

Superintendent’s Report

Al Smith reported that the drive and parking lot at the Cobblestone Lakes common area adjacent to Carter Station has been graded and will be paved soon. He also reported that 10 trash receptacles have been purchased and placed at Starkey Park, Creekside, and the Rail Trail.

OLD BUSINESS

American Legion Trail Crossing

Roger Burrus reported that Al Smith and himself along with representatives of Inside and Out met with IPL to discuss the project. IPL reported that nuisance shocks may occur when people touch structures placed under the power lines. The strength of the nuisance shocks were compared to static shocks that occur frequently in the dry Winter months. IPL asked that the design plans be modified to include a 75’ clear zone around the tower located at the site. The consensus of the Board was to have Inside and Out modify the plans to include the 75’ clear zone around the tower and that the possibility of nuisance shocks was not a major concern. Roger Burrus reported that a Consent for Encroachment Agreement will need to be executed between the Board and IPL.

Tim East moved that George Tikijian be authorized to sign the Consent for Encroachment Agreement. Seconded and passage was unanimous.

Turkey Foot Nature Park

Al Smith reported that Boone County is looking for a new site for a historic iron bridge known as Boone County Bridge #32. The County would pay the costs to dismantle and deliver the bridge. Steve Christian, Stephen J. Christian & Associates, P.C. inspected the bridge and considers it to be in good condition. He feels that the historic aspect of the bridge will enhance the ability to secure funding to reinstall the bridge. The consensus of the Board was to accept the bridge contingent on funding being secured for the installation of the bridge at Turkey Foot Nature Park. Al Smith will contact the engineering firm working on the project to establish if this would be a suitable arrangement.

Zionsville Rail Trail

Roger Burrus reported that negotiations continue with the property owner near CR 875 East.

Therese Burkhard expressed concern that the wooden ramp located in Nancy Burton Memorial Park becomes slippery when wet. Al Smith reported that this is a long-standing issue, and the Department has done considerable research to find a product that would reduce the natural slickness of the wood. A suitable product has not been found. Therese then asked that signs warning of the condition be posted. The Board decided to post two warning signs, one at the top and one at the bottom of the wooden ramp.

Art Small moved the Board approve the claims submitted. Seconded and passage was unanimous.

The next Park Board meeting will be September 14, 2005.

The meeting was adjourned at 8:10 p.m.
