MINUTES OF THE MEETING OF

 

THE ZIONSVILLE PARK AND RECREATION BOARD

 

February 13, 2002

 

The Zionsville Board of Park and Recreation met Wednesday, February 13, 2002 at 7:30 p.m.  All Board members were present.  Roger Burrus, Board Counsel and Al Smith, Park Superintendent were also present.

 

Linda Oxenrider moved to approve the January minutes.  Seconded and passage was unanimous.

 

Organize

 

George Tikijian presented the Board with a list of recommended 2002 Advisory Committee appointments and Board member Advisory Committee assignments.

 

Jeff Glass moved to appoint the recommended 2002 Advisory Committee members and to approve the Board member Advisory Committee assignments.  Seconded and passage was unanimous. The list is attached. 

 

Superintendent’s Report

 

Al Smith reported the following:  the Christmas trees have been chipped; the larger of the two furnaces at the Zion Nature Center has been replaced at the cost of $2,800; the 2001 County Park Fund annual report has been submitted to the County Council; and that the Zionsville Ladies Outdoor Tennis League has requested use of the tennis courts for their Spring and Fall sessions.

 

Linda Oxenrider moved to allow the Zionsville Ladies Outdoor Tennis League use of the tennis courts for their Spring and Fall sessions.  Seconded and passage was unanimous.

 

Al Smith presented five quotes for a 2002 Ford Ranger 4x4 Super Cab and recommended acceptance, based on lowest cost, of the quote from Pearson Ford in the amount of $18,593.00.  The consensus of the Board was to accept the quote from Pearson Ford.    

 

OLD BUSINESS

 

Community Center

 

Budd Glassberg reported that the Community Center will show a profit for the first semester of operation. He also reported that a search will begin for his replacement as Director.  Budd Glassberg thanked Bev Harves, Clerk Treasurer for all of her assistance.

American Legion Trail Crossing

 

George Tikijian reported that Jean Apple, Historical Society President is not able to compile a list of local veterans whom died in service of their country.  George Tikijian thanked Jean Apple for her efforts.

 

Linda Oxenrider reported that the Facilities Committee is preparing a model for the proposed war memorial. 

 

Zion Nature Sanctuary

 

CEA will submit permit applications soon.  Linda Oxenrider and Laura Mulligan will review the drawings before CEA submits them as part of the permit applications.

 

Creekside

 

The Board reviewed a drawing provided by Cornerstone Planning & Design.  The drawing showed the locations of the canoe launch, parking lot, and observation deck.  George Tikijian reported that the project should be completed this summer.

 

North Rail Trail

 

Roger Burrus reported that the Spring Knoll Homeowners Association has retained an attorney.  The Association contends that common areas including Carter Station are governed by the Associations covenants.  Discussions are continuing.    

 

Several residents of The Preserve at Spring Knoll and Spring Knoll were present.   They requested design information on the proposed wetland boardwalk. The Board advised the residents that Robert Carter was designing and installing the boardwalk.  Roger Burrus will contact Robert Carter and ask that design drawings be made available for public review.

 

NEW BUSINESS

 

Art Small moved the Board approve the claims submitted.  Seconded and passage was unanimous.

 

The next Park Board meeting will be March 13, 2002.
