THE ZIONSVILLE PARK AND RECREATION BOARD
February 11, 2004
The Zionsville Board of Park and Recreation met Wednesday, February 11, 2004 at 7:30 p.m. All Board members were present. Roger Burrus, Board Counsel and Al Smith, Park Superintendent were also present.
Art Small moved to approve the January minutes. Seconded and passage was unanimous.
Superintendent’s Report
Al Smith reported that Bam Outdoor has chipped the collected Christmas trees at the cost of $1,200 and that the County Park Fund Annual Report has been submitted to the Boone County Council.
OLD BUSINESS
Contract for Legal Services
Roger Burrus presented a contract for 2004 legal services.
Linda Oxenrider moved to approve the contract for 2004 legal services. Seconded and passage was unanimous.
Murals on Park Property
Jeff Glass reported that he has been approached by a church group interested in painting a mural on the inside of the Rail Trail tunnel under Mulberry Street. The Board’s main concern was the content of the mural, but overall the Board supported the idea. Al Smith expressed concerns on maintenance of the proposed mural. He also reported that Town Management has expressed concerns that the mural may become a graffiti attraction and that it would set a precedent for Town wide mural requests. The consensus of the Board was to pursue the matter. George Tikijian will gather further input from Town Management.
American Legion Trail Crossing
George Tikijian reported that preliminary pricing for the American Legion Trail Crossing project has been received from Inside and Out Design Services. Total project cost is estimated at $292,225.

Mulberry Fields
Al Smith reported that Ed Shortz is interested in leasing the tillable acreage for $110 per acre.
Tim East moved to lease the land to Ed Shortz for the 2003 farming season. Seconded and passage was unanimous.
Roger Burrus will prepare a lease agreement.
NEW BUSINESS
Roger Burrus reported that the County Drainage Board has hired an engineering firm to study drainage issues associated with Saylor Drain.
Art Small moved the Board approve the claims submitted. Seconded and passage was unanimous.
The next Park Board meeting will be March 10, 2004.
The meeting was adjourned at 8:05 p.m.
