MINUTES OF THE MEETING OF
THE ZIONSVILLE PARK AND RECREATION BOARD
February 9, 2005
The Zionsville Board of Park and Recreation met Wednesday, February 9, 2005 at 7:30 p.m. All Board members were present. Roger Burrus, Board Counsel and Al Smith, Park Superintendent were also present.
Art Small moved to approve the January minutes. Seconded and passage was unanimous.
Superintendent’s Report
Al Smith reported that Clyde Bodkin of Bodkin Associates, Inc. has completed an updated draft of the Department’s brochure. There was discussion on whether or not to add recreation facilities offered by Zionsville Community Schools (ZCS). Al Smith will contact ZCS to gauge their interest.
Al Smith also reported the following: County Park Fund allocations received in 2004 were $40,413.50; the County Park Fund annual report has been sent to the Boone County Council; and that the Chamber of Commerce has requested use of Lincoln Park each Wednesday, June 8, 2005 through July 27, 2005 for the Summer Concert Series. The Chamber of Commerce also has requested $100 to support the concert series.
Tim East moved to allow use of Lincoln Park for the Summer Concert Series as outlined and to support the series in the amount of $100. Seconded and passage was unanimous.
OLD BUSINESS
Nancy Burton Memorial Park
Gerald Munson, an adjacent property owner to the park was present. He reported that during heavy rains water is pooling behind the old lumber yard site and that some of this water is making its way to his basement. He asked that the drainage ditch on the west side of the rail trail between the Pine Street Entrance and the parking lot off of Starkey Road be cleaned out. Since drainage in the area affects Starkey Road, Al Smith will coordinate with Lance Lantz, Street Department Superintendent on possible solutions.
Mulberry Fields
Tim East moved to enter into a lease agreement with Maple Lawn Farms, LLC for the 2005 farming season. The terms of the lease agreement are to be the same as in 2004. Seconded and passage was unanimous.
Turkey Foot Nature Park
Roger Burrus reported that new plans for the proposed development of Villa Francesca include raising Turkey Foot Road utilizing curbing and guard rail. There was discussion. The Board expressed concerns regarding the aesthetics of the latest plan and that it significantly limits access to the park. If the Board were forced to choose between an earlier plan calling for a 3 to 1 graded slope or the latest plan, it would favor the plan utilizing the 3 to 1 graded slope. Although this plan requires more right-of-way, it would eliminate the concerns about aesthetics and access. In exchange for the loss of park land, the Board would expect some consideration from the developer. The Board asked Roger Burrus to prepare a letter to Terry Jones, Director of Planning expressing the Board’s concerns.
Art Small moved the Board approve the claims submitted. Seconded and passage was unanimous.
The next Park Board meeting will be March 9, 2005.
