MINUTES OF THE MEETING OF

THE ZIONSVILLE PARK AND RECREATION BOARD

July 13, 2005

The Zionsville Board of Park and Recreation met Wednesday, July 13, 2005 at 7:30 p.m. Board members George Tikijian, Art Small, and Therese Burkhard were present. Roger Burrus, Board Counsel and Al Smith, Park Superintendent were also present.

Art Small moved to approve the May minutes. Seconded and passage was unanimous.

Superintendent’s Report

Al Smith reported that Tyler Mantel’s Eagle Scout project has been completed. He constructed a foot bridge at Zion Nature Sanctuary. This will allow for the installation of a loop trail from the outdoor classroom to the main entrance of the park. Al Smith also reported that Bodkin Associates, Inc. has created a new design for the Department’s newsletter. Al Smith thanked Bodkin Associates, Inc. for their donated services.

OLD BUSINESS

American Legion Trail Crossing

Roger Burrus reported that IPL continues to review the plans for the park.

Elm Street Green/Little League

George Tikijian reported that after a staff review of Little League’s proposed use of Elm Street Green, the Planning Department would not give a favorable recommendation to the Plan Commission. Increased traffic on Elm Street was the main concern.

Zionsville/Eagle Land Resources Committee

George Tikijian reported that the Eagle Township Park and Recreation Board has adopted A Resolution Establishing a Joint Land Resources Committee Between the Zionsville Park and Recreation Board and Eagle Township Park and Recreation Board. The resolution was adopted by the Zionsville Park and Recreation Board in November of 2004. The joint committee will consist of appointees made by each Board.

Carter Station

Roger Burrus reported that an agreement has been reached with Pulte concerning the development of Cobblestone Lakes common area adjacent to Carter Station. Roger Burrus presented a Memorandum of Understanding, which details elements to be located on the common area. A drive and 10 space parking lot are included. Also included are provisions for debris removal, grading, and seeding at Carter Station.

Art Small moved to approve the Memorandum of Understanding. Seconded and passage was unanimous.

Zionsville Rail Trail

Roger Burrus presented a Resolution of the Zionsville Board of Park and Recreation Regarding Acquisition of Real Estate. The property is located near CR 875 East and is approximately 185 feet long and 22 to 55 feet wide. The resolution authorizes and empowers Roger Burrus, Park Board Attorney and George Tikijian, Park Board President to take any and all necessary actions to acquire the property.

Art Small moved to adopt a Resolution of the Zionsville Board of Park and Recreation Regarding Acquisition of Real Estate. Seconded and passage was unanimous.

NEW BUSINESS

George Tikijian reported that 20 – 30 acres of the Zionsville Golf Club course may become available for purchase. The consensus of the Board was that the property would be of great interest to the Department.

Therese Burkhard moved the Board approve the claims submitted. Seconded and passage was unanimous.

The next Park Board meeting will be August 10, 2005.

The meeting was adjourned at 8:15 p.m.
