THE ZIONSVILLE PARK AND RECREATION BOARD
March 10, 2004
The Zionsville Board of Park and Recreation met Wednesday, March 10, 2004 at 7:30 p.m. Board members George Tikijian, Jeff Glass, Art Small, and Tim East were present. Roger Burrus, Board Counsel and Al Smith, Park Superintendent were also present.
Art Small moved to approve the February minutes. Seconded and passage was unanimous.
Superintendent’s Report
Al Smith reported that sign up for the Garden Plot Program will begin March 11, 2004 at Town Hall from 8:00 a.m. to 4:00 p.m. and the Ladies Tennis League has requested use of the tennis courts for their Spring and Fall sessions.
Jeff Glass moved to allow the Ladies Tennis League use of the tennis courts for their Spring and Fall sessions. Seconded and passage was unanimous.
OLD BUSINESS
Murals on Park Property
George Tikijian reported that several Town Council members have expressed concerns about murals. The church group interested in painting a mural was not in attendance. The subject was tabled.
Skate Park
Alan Gribble, Skate Park fund raising volunteer was present. George Tikijian asked if a stand-alone skate park at Mulberry Fields was feasible. Alan Gribble stated that the project would be more difficult but not impossible to fund with donations without the infrastructure in place. He estimated that design services for the skate park would be in the range of $20,000 to $30,000 and suggested attempting to raise these funds to move the project forward. The Board agreed.
Funding/Letter
George Tikijian presented a letter to the Town Council requesting a bond issue to fund several park projects. The letter is attached.
George Tikijian moved to approve the content of the letter requesting a bond issue and that the letter be forwarded to the Town Council. Seconded and passage was unanimous.

Saylor Drain
Roger Burrus reported that the County Drainage Board has set a public hearing for March 22, 2004, at 8:30 a.m. to discuss drainage issues associated with Saylor Drain.
OTHER OLD BUSINESS
Roger Burrus reported that he is reviewing encroachment agreements with IPL and Vectren concerning the American Legion Trail Crossing. He also reported that Rusty Denton, Zionsville Youth Football League continues to work with Zionsville Community Schools toward an agreement for use of Jennings Field.
NEW BUSINESS
George Tikijian read portions of an article, which appeared in the 3/7/04 Indianapolis Star. The article was concerning the public sector’s desire and willingness to pay a premium to live in close proximity to a greenway or park.
Art Small moved the Board approve the claims submitted. Seconded and passage was unanimous.
The next Park Board meeting will be April 14, 2004.
The meeting was adjourned at 8:15 p.m.
