MINUTES OF THE MEETING OF

 

THE ZIONSVILLE PARK AND RECREATION BOARD

 

November 13, 2002

 

The Zionsville Board of Park and Recreation met Wednesday, November 13, 2002 at 7:30 p.m.  Board members George Tikijian, Jeff Glass, Linda Oxenrider, Art Small and Deb Ruckman were present.  Roger Burrus, Board Counsel was also present.

 

A motion to approve the October minutes was made, seconded, and unanimously approved.

 

OLD BUSINESS

 

1ST Annual Zionsville 10 Mile Run

 

Deb Ruckman reported the meet was an unqualified success despite the rain showers. Over 50 runners participated.

 

American Legion Trail Crossing

 

Linda Oxenrider reported that Laura Mulligan, Facilities Committee Chairman has arranged with an artist for a proposal to create color renderings of the concept.  Black and white sketches will be shown at the December board meeting.

 

Zion Nature Sanctuary

 

The advertising for bids has begun.  Bids will be opened on Wednesday November 27th at 10 am at town hall.

 

Zionsville Rail Trail

 

John Wallace, Chairman of the Public Communications Committee, presented the committee's proposal for Rail Trail signage.  All of the board members were pleased with the results.  Deb Ruckman moved that we adopt the proposed design. It was seconded by Art Small and unanimously approved.  There was further discussion on how to identify the specific named portions of the trail.  Currently there is a Nancy Burton sign at the parking lot, but there is no sign as yet recognizing the Dave Brown Trail.  The Board thanked the committee and asked them to consider how best to identify the specific portions.

 

Creekside

 

All that remains to complete the construction project is the asphalt paving. The contractor is waiting for the material to dry.  The excess dirt has been removed at a cost of approximately $10,000.

 

Community Center

 

Joe Farah reported that the schedule for the Winter/Spring semester would be out in early December.  Because of the planned expansion of the swimming pool, the adult swim program

will have to be suspended for summer and fall 2003.  Joe toured the new town hall and is pleased that it will provide facilities for the Community Center program.  It can make up for some of the space that will be lost to the new Freshman Center, and provided some daytime capabilities not currently available.

 

Master Plan Update

 

George Tikijian proposed a minor update to the master plan to clarify an area of the Green Space Plan Areas map.  Deb Ruckman moved that map be changed as presented.  Art Small seconded and passage was unanimous.

 

NEW BUSINESS

 

Team Leader Position Description

 

The board discussed the new Parks Department job description for Team Leader. It was pointed out that this matched a similar job in the Street Department and provided a career ladder for Parks.  Art Small moved that the new job be adopted, the motion was seconded and passed unanimously.

 

Two Acres of Flood Plain Offered for Sale to the Parks

 

The Board discussed the offer by Mr. Randy Schaefer to sell two acres of flood plain next to his Willow Road development.  After a discussion of how the land might be utilized, it was decided to defer the decision.  Each of the board members will take another look at the property.  The board also asked the Facilities Committee to consider how the land might be used.  It was noted that the Willow Road path, when constructed, would be across Willow Road from the site.

 

Art Small moved the Board approve the claims as submitted.  The motion was seconded and passage was unanimous.

 

The next Park and Recreation Board meeting will be on December 11, 2002.
