MINUTES OF THE MEETING OF

THE ZIONSVILLE PARK AND RECREATION BOARD

October 13, 2004

The Zionsville Board of Park and Recreation met Wednesday, October 13, 2004 at 7:30 p.m. Board members George Tikijian, Art Small, Jeff Glass, and Linda Oxenrider were present. Al Smith, Park Superintendent was also present.

Art Small moved to approve the September minutes. Seconded and passage was unanimous.

George Tikijian read A Resolution Thanking Nancy Carpenter for Community Service.

Art Small moved to adopt the resolution as read. Seconded and passage was unanimous. A copy of the resolution was presented to Nancy Carpenter.

Superintendent’s Report

Al Smith reported that the Rail Trail between Oak Street and the Pine Street entrance has been paved. Project cost was approximately $4,300, which was funded by the Street Department. Al Smith thanked the Street Department for their assistance and support. Al Smith also reported the following: due to misuse the upper portion of the Green Dragon at the Tot Lot has been replaced at the cost of $685 and that the phone bill questioned at the last meeting was indeed the Department’s responsibility. The Police Department’s phone number is the Town wide account number. Beth Clark, Deputy Clerk will provide the hand written claims along with the Accounts Payable Register at future meetings.

OLD BUSINESS

Historical Society - Mulberry Fields

The Zionsville Historical Society’s Maplelawn Farmstead Preservation Committee presented a refined conceptual plan for the preservation of the farmstead. The farmstead would be financially self-sustaining and preserved as a 1930’s Great Depression era farmstead. It would be used for educational programs and special events. The farmstead would not be a working farm. The committee asked that a long-term lease with reversion elements and mechanisms for 3.9 acres be considered.

The consensus of the Board was to allow the committee to move forward in the negotiation of a lease and the securing of funding for the project. Art Small volunteered to act as liaison between the Board and the committee. Roger Burrus will assist in the preparation of a lease agreement.

Zionsville/Eagle Land Resources Committee

George Tikijian presented a draft resolution for creating a Zionsville/Eagle Land Resources Committee. He reported that a copy of the resolution has been forwarded to Ray Pratt, Eagle Township Park and Recreation Board President. The resolution will be discussed further at the November Board meeting.

Jones Property

A 3.5-acre parcel of land adjacent to Elm Street Green has been purchased for $225,000. Funding for the purchase came from the Parks and Recreation Non Reverting Fund. Al Smith was asked to get demolition estimates for the meat market building. George Tikijian asked that anyone with ideas on possible uses for the meat market building contact the Department.

Lincoln Park

David Brown was present and thanked Linda Oxenrider for her efforts in planting perennials at the park.

Jeff Glass moved the Board approve the claims submitted. Seconded and passage was unanimous.

The next Park Board meeting will be November 10, 2004.

The meeting was adjourned at 8:55 p.m.
