MINUTES OF THE MEETING OF

THE ZIONSVILLE PARK AND RECREATION BOARD

September 8, 2004

The Zionsville Board of Park and Recreation met Wednesday, September 8, 2004 at 7:30 p.m. Board members George Tikijian, Art Small, and Tim East were present. Roger Burrus, Board Counsel and Al Smith, Park Superintendent were also present.

Tim East moved to approve the August regular meeting minutes and the 8/18/04 Executive Session minutes. Seconded and passage was unanimous.

Superintendent’s Report

Al Smith reported that the Rail Trail between Oak Street and Eagle Creek has been resurfaced with limestone sand. He thanked the Street Department for their efforts on the resurfacing project. He also reported that the Street Department might have funding available for paving the Rail Trail from Oak Street to the Pine Street entrance. Project cost would be approximately $5,000. If Street Department funding is not available, the Parks Department could cover the cost. The consensus of the Board was to proceed with the project.

OLD BUSINESS

Board Member Terms

George Tikijian reminded board members of the practice limiting members to two four-year terms. Linda Oxenrider’s second term will be complete at the end of 2004. George Tikijian asked that persons interested in serving on the board send a letter to himself or to Dick Crane, Town Council President.

Land Resources Committee

George Tikijian reported that Nancy Carpenter is resigning as the Land Resources committee chairperson but wishes to remain on the committee. He thanked Nancy Carpenter for all of her hard work as committee chairperson. Roger Burrus will prepare a resolution officially thanking Nancy Carpenter.

George Tikijian also reported that Ray Pratt, Eagle Township Park and Recreation Board President agrees that the formation of a joint Zionsville/Eagle Land Resources Committee would be advantageous. The consensus of the Board was to pursue the formation of a joint committee. Roger Burrus will prepare an agreement creating a joint committee.

Zionsville/Eagle Township Park Board

Art Small presented research on the details associated with the establishment of a combined Zionsville and Eagle Township Park and Recreation Board. There was discussion on the possible pros and cons of a joint board. George Tikijian asked that the research be shared with Eagle Township Park and Recreation Board members. He also asked that members of both boards consider the implications of merging the two boards.

Bond Issue

George Tikijian reported that himself, Roger Burrus, Al Smith, Ed Mitro, and Dick Crane met to discuss the possibility of a bond issue to fund park development. The consensus was to move forward with a bond issue in 2006.

Mulberry Fields

George Tikijian reported that Ratio has completed the grading plan and cut/fill calculations. The Department is now in a position to accept fill dirt for the proposed sledding hill.

Turkey Foot Bridge

George Tikijian reported that Beam, Longest and Neff sent a letter requesting permission to apply for grants to fund the Turkey Foot Bridge. There would be no cost to the Department.

Art Small moved to approve the request subject to information on the type of grant being applied for and details on its preparation. Seconded and passage was unanimous.

Tim East moved the Board approve the claims submitted with the exception of the SBC charge in the amount of $227.36, which appears to be the responsibility of the Police Department. Seconded and passage was unanimous. Al Smith will verify the status of the claim with the Clerk-Treasurer’s office.

The next Park Board meeting will be October 13, 2004.

The meeting was adjourned at 8:25 p.m.
